Bhubaneswar: 19/02/2015- A two
days workshop was conducted on TSP
by Indigenous People’s Forum – Odisha (IPFO) in collaboration with ISI New
Delhi, OROSA Bhubaneswar, ANGANA Sundargarh and Samajik Seva Sadan Sundargarh under
the banner ADIBASI DARBAR at Red
Cross Bhubaneswar on 15th and 16th February 2015. The 17 number of different tribes out of 62 tribes had gathered together
to express their views on the implementation of TSP after being enlightened by
the imminent resource persons; Dr. Danzil D’suza from ISI New Delhi and Dr.
Bipin Jojo from TISS Mumbai. After hearing from the participants who were a
group of adivasi intellectuals from 17 different tribes of Odisha, the
honorable guest of the day honorable Minister of state for commerce and
transports department in government of Odisha shri Ramesh Chandra Majhi
promised to schedule a date for a Tea Time Meeting with all Adibas MLAs of the
state and IPFO members (representative of 62 tribes of Odisha) in the assembly
hall shortly.

The participants were Government Officials, ex-MLAs,
Tribal Activists, NGO/Social Activists, Surpanchs etc. and finally they submitted the Memurundum to the Governor of Odisha as follows:
"We therefore urge you -
"We therefore urge you -
1. To bring a legislation on TSP and
SCSP to ensure socio-economic
development of the Tribals.
2. The Planning, Monitoring and Utilisation
of TSP funds should be done by Gram Sabha at local levels. Representation of Tribals in TSP
Monitoring Committees at all levels.
3. Inclusion of Adibasis in
administrative Structure and a Single
Line Administration for the TSP funds;
4. Information and complete
transparency on the Funds and flows under the TSP;
5. Statutory Social Audit of all
projects and programmes under TSP;
6. Formation of “Scheduled Areas Service
Commission” for the recruitment of the
Human resources in the SCP-TSP areas.
7. In all Adibasi matters, including PESA
Rule the Tribal’s consent must be taken."
